How SAFE-T Claims Works and What sellers can do to get it granted?

Please provide more details, suggestions and recommendations for filing SAFE-T Claims for the following scenario,
Item delivered in full operational condition by the seller, then buyer requested return later.
The received item were found damaged in such a way can not be recovered to be sold again.
I have experienced this situation several times and the judgment by SAFE-T Claims just simply rejected with no justification.
Hope experienced sellers right here drop some light on the best practice on this scenario.
