Clarifications regarding New Product Title Requirements

This new policy seems rushed -- it was announced on January 3rd and will take effect on January 21st. Coming from the holidays, this is such short notice as revamping all product titles and listings don't take just a day. We have to research new keywords and basically come up with new titles and bullets to make sure that our keywords still adhere to policies and do not ruin the algorithms.
I also have a clarification about this line: "Titles may not contain the same word more than twice. Prepositions, articles, and conjunctions are exceptions."
For example, if a brand sells baking spoons and the title contains phrases such as:
baking spoon
wooden spoon
spoon for baking
cooking spoon
For example, the title is:
Durable Wooden Spoon Used as Baking Spoon or Cooking Spoon - Easy to Clean Spoon for Baking - 3 Piece Set
The word "spoon" is already repeated 3 times. But how can you change the word spoon if it removes the context of the phrase? Is this allowed? Because when we say "keywords" it is not just the word but the phrase itself. Hope you can shed light on this. Thank you.

My colleague @Jim_Amazon helped answer the question on the Ask Amazon -->HERE<-- by using the example:
"All product titles, whether new or old will need to be compliant with this new policy going forward.
Here's an example for you, if you had these words in your title, Cake Pan, Loaf Pan, and Muffin Pans, it would not be compliant as pan is used three times. Plural of the same word would be considered redundant."
Your example seems to fall within that scope and therefore would be out of compliance. Remember to think about the consumer's experience when crafting your product titles. Will this make sense to them? As I don't had the ASIN handy, it sounds like you are selling 3 wooden spoons but they are all the same, correct? You can always list their uses in the detail page bullet points.
Lastly, you can check with Selling Partner Support if your titles end up getting flagged and would like to appeal, they would be your best option to clarify what's happening. If the titles are fully compliant, they would not be flagged to begin with.
