FBM - Shipping Service used to calculate Delivery Promise

We've been struggling with our OTDR and Amazon has given us a date by which we need to show improvement.

For the shipping template in question we have set SSA to only FedEx Ground Economy (SmartPost). This is not the service we will use to deliver but will set a Deliver by date that we can meet by using a quicker service. The idea is to underpromise overdeliver until we can get our OTDR back on track.

However Amazon is using other shipping services to calculate Delivery Promise date. Well over half of our orders are using UPS Ground and USPS Priority to determine the date even though these are not enabled in the SSA for the template.

Is this broken? Or am I missing something?

I called and tried for 15 minutes but the agent simply couldn't grasp my concern.
