Is this for real or some kind of scam that i don't understand? Customer requests invoice because wrong address
Someone bought a product from Amazon Canada and then sent me this message:

Can you provide an invoice for my order # XXXXX?
for tax purposes my accountant needs to show when I took possession of my new place which was November 2021
though I didn't get around to changing my address til after I officially moved in months later
could u reissue this invoice listing my new place as the billing & shipping address?

This was a $13.99 item they purchased and why is the date 2021?? This seems really fishy and I don't know how to respond. Any insight??

Consider marking it, "No Reply Needed."
Anyone who would bother you for paperwork for a $13.99 purchase 3 years ago, which they can obtain through their Amazon buyer account is clearly a PITA with whom you do not want to involve yourself.

That's a big nope - they're literally asking you to falsify records.
I'd say not only "no reply needed" but also consider reporting the message as well.

I know it has been a while since you posted, but I wanted to contribute here and mention that I agree with @Seller_MyXY4Myx9zVcR and @Seller_GYBivd6QH6hzX.
This is a very strange request from the buyer, and marking the message as "No Reply Needed." is the best course of action. If this behavior continues ,don't hesitate to report it or reply to this post to let me know.
