ON time delivery with SSA

I wanted to share an issue we're facing with Amazon's SSA (Shipping Setting Automation) tool and see if anyone else has experienced similar problems. Recently, after enabling SSA, our On-Time Delivery Rate (OTDR) dropped to 79.31%. When I downloaded the report, it showed that all metrics like confirmation date, carrier scan, and promised ship date were met. However, our OTDR seems to be suffering because the actual delivery date occasionally falls just a few hours later on the same day as the promised delivery date.
In our case, these slight delays have been enough to cause a significant drop in our OTDR score, which is frustrating given that the shipments still arrive within a reasonable timeframe. To mitigate this, we're considering removing SSA. I've used Amazon's SSA tool before and, unfortunately, it hasn't been the most reliable, often underperforming in ways that impact our metrics.
My question is: Why are we, as sellers, forced to use a tool that can impact our metrics due to such minor delays, which are often beyond our control? Has anyone else dealt with similar issues when using SSA, and are there any tips to avoid these penalties? I'd appreciate any insights or advice from those who've managed to navigate this effectively.

Because we, as third-party sellers, are just slaves of Amazon. Amazon does not want to give us any freedom, but wants to control everything of ours and takes all the benefits of our hard work, until we leave Amazon.

Yes, we have the same problem. On the last report we have 2 orders that were delivered on the promised day but a few hours later than what Amazon promised. This is absurd. As long as the order is delivered on the day promised it should be seen as on time.

Are you looking at GMT time or PDT time on OTD report? I noticed the GMT shows one day earlier than the PDT time. The OTD is based off PDT.
