I want to offer free shipping but can't

We decided to offer free shipping to see if we could drive sells and maybe win that buy box for once. But we cannot figure out how to offer free shipping. The shipping settings help page says there should be two tabs, one for shipping templates and other is shipping general. I do not have a templates tab. Is this because I am a free user. At this point sales are so low that there is no way I could pay for the premium service. We've had 1 sell in the last month, 1.

As an individual account holder you cannot set shipping charges. Nor are you eligible for buy box at all (except for FBA).

As a previous commenter mentioned, setting shipping charges is reserved for professional selling plans. I know you mentioned previously being on a professional plan, but I wanted to drop a link to the Amazon Seller blog post on individual vs professional selling plans.
