You will want to first begin with the Amazon Ads Getting Started Guide, which will walk you through how to register, and what blockers you might be facing. I also see from your last post, linked here, that account activation issues might also be in play. I would recommend working with @Emet_Amazonon that thread towards reactivation of your account, then look to launching any desired ad campaigns!
