Fake COD Orders Causing Significant Losses for FBA Sellers

I am reaching out to the community with a pressing concern that has severely impacted our business over the past week. As an FBA seller operating in Amazon Saudi Arabia and other marketplaces where Cash on Delivery (COD) is an option, we have encountered a serious issue with fake COD orders.
In the last week alone, we have received over 400 fake COD orders. Amazon ships these orders, but they are returned as either undeliverable or refused by the recipient. Each refunded COD order results in a loss of approximately 8 SAR for us due to fulfillment costs. Despite our attempts to address this issue by emailing Amazon headquarters, including Jeff Bezos and Andy Jassy, no action has been taken to resolve this matter.
When we contacted Seller Central, their response was the standard advice to report the buyer for abuse. However, all these fake orders are placed using different accounts. As far as we know, creating an Amazon account requires verification, so how is it possible for so many fake accounts to be created and used for placing orders?
This lack of action from Amazon raises serious concerns about the integrity of their platform. Is Amazon doing enough to prevent these scams, or is there something more concerning at play?
We have opened numerous cases, but no meaningful action has been taken. The financial losses we have incurred are significant, and as a result, we have had to deactivate our listings, which will undoubtedly lead to further sales losses.
We are seeking advice and support from the seller community. Has anyone else faced similar issues with fake COD orders? What steps have you taken to mitigate this problem? Any insights or suggestions would be greatly appreciated.
