These services are provided independently of Amazon and the there is no agency relationship between the carrier and Amazon.
Yes, provided the products are in a country covered by the Partnered Carrier program and the manufacturer or distributor accepts to use the carrier. All you need are the shipment details while creating the shipment in Seller Central.
For example, you will need to know the number of boxes and the accurate weight and dimensions of each box to get an estimated rate and print shipping labels. Enter the manufacturer’s address as the ship from location. Once you print the labels, send them to your manufacturer. Alternatively, you can also email the label to the manufacturer for them to print and paste on the shipment.

We use the higher of the two weights as the billable weight for small parcel shipments.
The following limitations apply:
We estimate shipping cost based on the shipment packing information you provide (box weights and dimensions), product category and the billable weight. You are responsible for providing accurate shipment information and for the actual cost of the shipment. Providing inaccurate information may result in the blocking of future shipments to the fulfillment center, or an additional charge. The estimated shipping cost includes all the cost involved in the shipping, including custom duties and taxes.
